held by video conference call, Zoom platform, on Tuesday 10th November 2020

Present: Cllrs. A Morris (acting chair), J Cowan, Mrs D Volkaerts, Mrs P Lukeman.

689.00 Apologises for absence: Mrs L Preston-Miller(chair) (O&APC)
690.00 Declaration of interests: None.
691.00 To read and approve the minutes of the last meeting held on Tuesday 13th October 2020.
691.01. Resolved to approve the minutes as a true and accurate record. Clerk to sign as virtual meeting.
692.00 Public Participation Session. 15 minutes allowed.
692.01 Clerk advised that as per minutes 675.02/04 agenda item 9 covers this subject and that re 675.01 the Oughterside nameplate has been refurbished by a volunteer member of the public.
No other reports from the members of the public.
693.00 Police Matters.
693.01 Police website is still not being maintained; police were continuing to issue electronic newsletters and it would appear that social media was the chosen route to communicate with the public.
694.00 Matters concerning District and County Councillors.
694.01 Cllr T M updated on Allerdale actions, the waste collection teams were currently achieving over 98% a day collection rate, which as they empty in excess of 400,000 bins per month, is an excellent productivity target.
694.02 Cllr A M enquired if Allerdale had organised free school meals? Cllr T M replied that free school meals were central governments responsibility, but Allerdale had contributed to a charity providing such a service.
Chair thanked Cllr T M for his attendance and invited him to remain, but he declined.
695.00 Applications for Development. No application received.
696.00 Budget update for financial year 20/21 and proposed budget for 21/22
696.01 Clerk had circulated the budget up date and an additional sheet showing precept received for the past 4 years, the annual expenditure and the bank balances.

696.02 Clerk explained that the bank balance at the end of each year was approximately 200% of the precept and that he would rather see 80%. He explained that when he took over as clerk the bank balance was £19113 and he was forecasting a closing balance of £20567 this financial year. He appreciated that this past year had been exceptional with the Covid 19 outbreak which had curtailed all public activities that had stopped the children’s play area fund raising, which the parish council had pledged £3000 towards. Cllr J C pointed out that for the year immediately prior to the clerk’s appointment the parish council had been inquorate so received precept but had not spent anything of note, which would account for half of the current bank balance.
696.03 After a lengthy discussion the councillors agreed that for the precept, they would look to approve 75% of the proposed budget figure at the December meeting and in February when the Covid 19 situation should hopefully be clearer they would start a serious campaign to explore and implement community projects.
696.04 Cllr A M to ask the play group funding team what their plans were.
697.00 Update on submitted traffic report to CRASH and Highways
697.01 Clerk advised that he had submitted the report from local resident whose property had been damaged to the local CRASH team and also to the Traffic Management Officer at Lillyhall, both had acknowledged receipt. The resident had also submitted a copy to the Cumbria Police and Crime Commissioner, Peter McCall.
697.02 All agreed that it now a case of keep chasing the agencies involved.
698.00 Tree pruning update in Oughterside play area.
698.01 Photos of before and after the event had been circulated by the clerk. All trees were clearly well trimmed and proportioned, the small memorial tree now had plenty of space and was not over shadowed. The trees by the road junction had received a similar professional treatment.
698.02 Cllr A M advised that the parents of boy for whom the memorial tree had been planted, were delighted as were the residents of 1 School Terrace.
699.00 December edition of INSIDE Magazine.
699.01 Cllr A M started the item by asking if in Covid 19 times a leaflet through a letter box was appropriate. It was decided it that it was not a flyer, it was on a par with the postman delivering or a daily newspaper it was a local communication tool not a promotional product.
699.02 It was decided that the tree felling, parish seat installation and repair, the McMillan coffee morning run by the Miners Arms and the promotion of the local sales vans that were now calling in the parish during Covid 19 would be ample material to produce a magazine.
700.00 Progress reports, clerk
700.01 Minute 684.03 clerk had met up with M Rooke, exchanged contracts for the continued meadow rental at £200 and received the monies, clerk had deducted the value of the cash received from his October remuneration approved figure to save banking the cash.
700.02 as minute 684.05 and 669.04 clerk has been advised by Aspatria & District First Responders that the defibrillator for Prospect should arrive as lockdown was lifted 2nd Dec’.

701.00 Councillors Reports.
701.01 Cllr J C advised that a drain had been repaired in Well Road, but residents not convinced it was correct one. Council workers had returned to make good a gravelled area that had become a mud patch.
701.02 Cllr P L advised that a local was concerned about water at a junction in Allerby, she had supplied the clerk with photos, the clerk was going to check the leak area when he next at noticeboard, water run off from fields due to heavy rain.
702.01 Invoice received from Tivoli for tree work in Oughterside £600 + Vat.
703.02 Invoice from Simone Morgan, £60, audit fees for March 2020 year end and half year September 2020.
703.03 All relevant emails circulated to councillors on receipt.
703.04 Cllr J C had reported fly tipped tyres to clerk with photo and clerk had reported to Allerdale and they were removed within 2 days.
703.05 A letter of thanks from Great North Air Ambulance acknowledging £500 donation.
703.06 Email received from local resident Ron Salmon seeking co-option to the parish council.
