held by video conference call, Zoom platform, on Tuesday 14th July 2020

Present: Cllrs.  Mrs L Preston-Miller(chair), A Morris, J Cowan, Mrs D Volkaerts,               Mrs P Lukeman.

638.00 Apologises for absence:  Cllr Mrs L Wisher.

639.00 Declaration of interests: None.

640.00 To read and approve the minutes of the last meeting held on Tuesday 9th June 2020.

640.01. Resolved to approve the minutes as a true and accurate record. Clerk to sign as virtual meeting.

 

641.00 Public Participation Session. 15 minutes allowed. Clerk advised: –

641.01 clerk advised that there were no reports of actions from previous meeting, however he had received a lengthy email from a resident concerning the allocation of local social housing to new occupants who would appear to have no connection with the area. Was there any way the parish council could influence the allocation system?

641.02 Cllrs noted that they thought there was a bidding system for properties as they became due. It was agreed that housing was not a parish council matter, but clerk was instructed to establish what the basic criteria was and report back to the council, so residents could be made aware of the current allocation system.

641.03 Cllr A M advised council that a resident had informed him of damage to a street sign and had named the three children involved. The question asked was what action could the parish council take. Clerk advised that no councillor had witnessed the damage being committed so they as individuals could not draw it to the police’s attention. It was not something the parish council could take action on, the individual who witnessed the act should be making the complaint directly to the police. No further action by council.

 

642.00 Police Matters.

642.01 Clerk advised that the Cumbria Police website at the Area Map option again came up with Error 404 code.

 

643.00 Matters concerning District and County Councillors.

643.01 Cllr T M had entered the meeting and up dated councillors with Allerdale actions.

643.02 He advised that he was now chair of Allerdale Environmental committee and that the refuse disposal was now all back in house. He advised that on the county front, Allerdale had been awarded £540k for sea defence work between Allonby and Maryport.

643.03 Clerk asked him about the transfer of the footway lighting costs to the parishes across Allerdale. Clerk maintained that Allerdale had not made it clear from the outset that the charge would be an additional cost for ratepayers. This precept increase was not a charge being reallocated from another council tax charge area making no additional financial cost to the council tax payer. It is to be a direct additional charge for each council tax payer across Allerdale. Clerk wanted to know how Allerdale were going to publicise and justify the increased charge. Cllr T M to investigate and report back.

643.04 Cllr T M suggested involving the local MPs for Allerdale. No other issues he left the meeting.

 

644.00 Applications for Development.

644.01 no new applications but notification of an approval for a retrospective application covering a installation of a chimney flue, FUL/2019/0268.

 

645.00 Receive first quarter’s accounts 1st April to 30th June 2020.

645.01 clerk had circulated the details prior to the meeting and invited questions. Cllr J C enquired who A Ward was and a £55 charge. Clerk confirmed it was the annual £30 website hosting fee plus £25 IT repair charge.

645.02 Cllrs agreed unanimously that accounts were approved.

 

646.00 Allerdale Foot Lighting update.

646.01 clerk advised that the topic had been fully discussed minute note 643.03, that he was dealing directly with Allerdale’s Property Services team on the matter at 4 parish councils in Allerdale so nothing else to add to the earlier comments.

 

647.00 INSIDE magazine next issue.

647.01 clerk confirmed that he had collected sufficient local content from the parish about the community projects during the Coronavirus lockdown, he will collaborate with Kieron about putting it altogether. Aim to have available for distribution late July/early August.

 

648.00 Progress reports, clerk

648.01 following on from minute 634.01 clerk had contacted the gentleman who voluntarily cleaned the bus shelters and had confirmed that he was fine, but due to health issues had self-isolated during the lockdown, but would resume the task when appropriate.

648.02 No further news on ENW and their proposed overhead line repair in Pond Green play area.

648.03 New Government legislation about parish council website accessibility had been received and clerk had contacted the website IT provider and after discussions had agreed that to meet the level required a change to using the Word Press platform as the best long-term solution. Work had been completed and AW IT Services has provided an invoice for payment totalling £90.00.

648.04 Clerk confirmed that the government external auditor had official acknowledged that O&A CU0194, were exempted from further audit and file successful closed.

648.05 Clerk had contacted a grounds maintenance company in Carlisle to provide an alternative quote for the 2021 grass cutting season.

 

649.00 Councillors Reports.

649.01 Cllr J C had been asked if it was possible for a mirror to be fitted on the opposite side of the road to the bus shelter by the Miners Arms so people in the shelter could see any approaching bus. Clerk would investigate.

649.02 Cllr J C also queried the fact the grass outside Skiddaw View was being cut but not opposite Lime kiln Cottage. Clerk advised as per 648.05 he had only checked the cutting regime last week and would circulate the schedule after the meeting to all Cllrs, but Skiddaw View was not something the parish council were paying for, if contractor cutting it then it was a case of say nothing.

649.03 Further concerns over River Ellen erosion. Cllr J C to get a new picture to compare with earlier photos. Clerk to action on receipt.

649.04 Cllr A M advised that the village hall at Prospect was again available for hire, but he did not envisage any bookings. Clerk confirmed parish council meetings to remain via Zoom platform for the foreseeable future.

649.05 Cllr L P-M raised the urgent need to replace the defibrillator at Gro-West in Allerby as replacement batteries were no longer available. She had obtained appropriate quotes for the new equipment and local residents would contribute £1065.00 to the parish council towards the replacement. This situation had arisen as the meeting’s agenda was being compiled, so was not a specific agenda item, but due to the importance of such equipment in a community clerk had confirmed he would allow approval of ordering the equipment rather than delay until the September meeting.

649.06 Cllrs unanimously approved of the purchase, clerk to place order and arrange the collection of the contributory cheque from Allerby community.

 

650.00 Correspondence.

650.01 Invoice received from Tivoli for June grounds maintenance £437.28.

650.02 phone call about public footpath number, issue resolved.

650.03 request from Allerdale Citizens Advice for a donation, not approved.

650.04 Again numerous Corvid 19 emails, circulated where appropriate.

 

651.00 Payments for approval.
